Glimmora is an honorable mention for least as well, Charizard is at least carried by G-Max

this entire generation has proven that GF doesn't playtest their games beyond the absolute bare minimum to ensure the game could be completed, and nothing more
the gen's launch was infamous for being so buggy that it caused Nintendo to pause their no refund policy, a bunch of blatantly overpowered stuff got past the drawing board and the balance team (if one existed in the first place), and then there's too many bizzare things to list that clearly could only have happened with minimal communication between everyone involved

Most: Garchomp. It's the only one that got kicked up to uber in the gen a champ used it.

Least: Glimmora, primarily because Geeta is so fucking stupid she uses one of the best leads ever made as her final pokemon.

I'll actually give Leon's charizard some credit because for as overhyped as it was, it actually was pretty fuckin scary for a main campaign mon with the moveset it has and combined with Leon's lowkey stacked as hell team.
