The "gimmick" was they lived in a wilderness. As much as you want to ignore real world history, Kalos is gonna mirror real-life France, with Lumiose being an established town, as what became Paris was settled in the 3rd century BCE (urban RE-development project, remember?). Meaning less chance for pokémon of Lumiose to grow untrammelled to overlarge proportions.
