It's pretty obvious that they favored Cinderace, probably even harder than they favored Incineroar before it, since its Smash inclusion is, far as I know, an independent decision made by Sakurai, not TPC, and Intimidate making it so good actually sounds like an accident, especially since it DIDN'T get a unique ability like the other two.
Weedcat is pretty blatantly the shillmon of gen 9 for similar reasons to Cinderace, with Skeledirge being more like Rillaboom in getting stupidly good competitive stuff, despite relatively low marketing focus
