They're like Lugia in the anime. A rare species that's too powerful to be classified as a regular pokemon. However, Unova's Swords of Justice and their lore are a one of a kind.

Legendaries are basically near extinct species in most cases, with a few rare exceptions like Mewtwo (which is basically just a created Pokemon, with some having been recreated since the Cinnabar Days assumedly).

Even shit like Deoxys or Kyurem probably exist out in space in more frequent numbers.
