Shouldn't Stone Edge be 100% accurate during Sandstorms just like how Blizzard is 100% accurate in Hail?

The only Pokemon that really use Blizzard are Ice-types in hail.

However, Stone Edge is an extremely common coverage move for physical attackers. It doesn't need a buff, the move is already good.

That makes no sense. The Blizzard thing does because the battlefield is covered in the material used to make the Blizzard. If anything Stone Edge would lose accuracy because throwing a rock would be harder with a Sandstorm obscuring the battlefield.
