What if speed had its own version of damage ranges? Like each turn a pokemon's speed stat fluctuates by like 5% so it's not just a binary stat check anymore.

What are you complaining about? Speed ties? Speed ties would be easy to fix, I would just use [current hp amount] as a tiebreaker

it's possible to play around speed stats
whereas with evasion you either have to use moves with garbage power or suffer having your damage output crippled by lots of your attacks just not connecting in the first place
