This is in spite of the fact that many new Pokemon are cross-gen evos, legendaries, or locked behind gimmicks like the Underground [Spiritomb] or Honey Trees. Many of the popular Gen IV Pokemon like Lucario and the starters are gift Pokemon and aren't native to the region. The result is that the doesn't really have a distinct identity. On the other hand, Unova tried to overcorrect by using only new Pokemon to provide a fresh/new experience, but ended up making knockoffs to fill the niche formerly held by Kantomons (e.g. Conkeldurr replacing Machamp, Sawk and Throh replacing the Hitmons, Klinklang replacing Magneton/Magnezone, etc.)
