I finished Hoenn victory road and i'm 10 levels below E4.
How is that good game design?

same thing here anon, i was around level 40 before wallace and the game doesn't even have a good exp grind like audinos in gen 5 but since it's not gen 5 vp doesn't talk about its flaws

This isn't really a thing in other generations though
Typically there's a reasonable level curve
Gen 3 is pretty unique in how the player character will generally be underleveled for large portions of the game

You're supposed to lose to the Elite Four a few times before successfully completing the full gauntlet. Take notes of movesets with each new attempt, and you'll be able to come up with a proper strategy. There's some real satisfaction in starting out just barely getting past Sidney, and eventually figuring out a foolproof strategy to get past him without taking any damage.

I recently played through and never had problems with a full team of 6 until i dan Aggron and that was the xp hog for the whole run. Slow level groups can bog a run seemingly

Go grind against Gabby and Ty and explore places like Shoal Cave, Abandoned Ship, New Mauville, etc. if you haven't yet. You really shouldn't be underleveled by more than five levels.

npc trainers rarely have evs, the player will by the time they reach the end of the game
therefore the level difference is made up for in training
