Ash existed specifically as a counterpart to Red, and when the anime chose to continue his story instead of swapping out for Gold or some other parallel during Johto, it was pretty much set in stone we'd be stuck with Ash for every region until they finally got bored of him, and because he'd be filling in for the male protagonist, the male protagonist had no reason to exist. Eventually even the female protagonist had no reason to exist half the time because they wanted to either hit a different vibe (Alola, Journeys) or emulate OS (Unova).
