Because all box Legends are "Gender Unknown", but Zacian's outright stated to be Zamazenta's sister, never mind the fact Zacian's build and bodyshape is similar to a female grey wolf, with Zamazenta being similar to a male grey wolf, being larger and heavier-built and having a neck ruff present only in males, for display and protection in fights. So Miraidon is "Gender Unknown" to put them in a particular egg group in the code, but actually has a gender in lore which is why they drew it with feminine design cues.
