Even if you do get it via trading/events you'll still be better off just using a Manaphy which is an actually good pokemon; oh and did I mention you need a Manaphy to breed for a Phione?
Meanwhile Igglybuff has no redeeming qualities; you've already stated why it's useless in a playthrough, and in competitive, well, here's the only analysis it has on Smogon's dex (for generation 7 little cup; you sure as hell are NOT seeing this in any official format)
