We know that Team Rocket Grunt's kid is at least 4, so assuming that happened in Gen 1 rather than Gen 2, then BW are at minimum a year later than Gen 2/4, 2 years pass to BW2, 2 years until SM, and then we don't know how long SwSh/SV are after SM, only that SV is sometime after SwSh, probably another 2 years.
Meaning Gardenia at minimum at this point is 25. Now realistically, we could figure it out based on if we knew exactly when Porygon was made, because SM mentions it was 20 years ago, and 20 years ago would be Gen 1 (which is just a nice callback, but it'd have to be before Mewtwo, which was made in July), meaning Red/Blue would be 31 in SM if Porygon was made that Winter/Spring of that year, which means at most Gardenia would be 38 years old by SM.
So realistically by SV, she's probably anywhere from 27-40 years old.
