Government in the Pokemon World

What are your headcanons regarding law and governance in the Pokemon world?

We only see mayors and some law enforcement in the form of cops and rangers here and there. But some of the spinoff titles do go a bit deeper.

In Pokemon XD: Gale of Darkness, a character named Snattle(picrel), one of Cipher's admins mentions he's running for governor of the Orre region, which implies Orre at least has a democratic electoral process.

Pokemon Conquest shows that the Ransei region maintains feudalism in the modern era(The existence of Mewtwo etc implies it's in the modern era).

Back to the mainline games, we know Kalos and Paldea used to have kings as shown by the lore. As did Unova too surprisingly enough, but the presence of mayors there implies they may be a democracy or republic now.

Champions seem to hold some sway in each region, but I don't think they have any involvement in government, unless they decide to run for office. I always thought it was possible they may be called upon for military purposes at least.

And then there are some funny laws. Like why do Silph Co. and Devon produce the same kinds of Pokeballs? Is there some kind of cross-regional law regarding standardization of Pokeballs and their production?
