>>57162832The 7:1 male/female ratio is mostly reserved for Pokémon that are meant to be rare— you're only meant to get one of them in a standard playthrough. Which is why every starter has that ratio, even the ones that were explicitly designed to be feminine. This also goes for a few Pokémon that you receive as a gift from NPCs in their first appearance, like Eevee, Togepi, and Riolu. You also receive Zorua as a gift in Gen 5... but not in the original games, only in the sequels. (And since it's one of N's Pokémon, it's hard coded to always be male, so it's not like the ratio does anything there anyway.) In the original Black/White, you can only get the rusefoxes by triggering one of two special events, and one of the events doesn't even use the ratio— the Zoroark you encounter is always female. So I don't get why it isn't at least 50/50.
To be honest, I think pretty much every Pokémon that has the 7:1 ratio should have it retconned to be 1:1, besides the ones that actually make sense like Salandit and Combee. Who cares if the player can get multiple of their starter before the postgame, especially when Wonder Trading exists and the newer games keep letting you catch Ditto earlier and earlier? I don't think anyone would complain about such a change, and it'd quell all of the shitposting about it.
