In a setting as utopian and sanitized as Pokemon, I can't accept the idea that war exists in their world.

Maybe not industrialized warfare, but what's so strange about low intensity, sporadic tribal warfare (using pokemon)?

A gang of 10-20 young males going to the neighboring village and starting shit, picking off rivals etc

As long as man exists there will be war.

The setting is European and sterile NOW. It had darker undertones in the first games, which is where that dialogue is from. For starters, the Pokemon world was initially implied to be our world, there were references to real-world events and locations in the original - The Space Shuttle Colombia is mentioned in the Pewter museum (the games released months before the actual Columbia exploded tragically); the Dolly the Sheep experiment that took place about a year before the game released is referenced, with the Mewtwo experiment voicing the concerns and fears that were spreading the globe at the time about how cloning was evil; A scientist in Silph Co. mentions getting transferred to a real outpost in the middle of the Russian tundra; Guyana is mentioned in the Mew journals, and so on. The war Surge is talking about was most likely the Gulf War, considering the timing (the game takes place in '96, the Gulf War ended in '91). The way Oak and everyone else talk about Pokemon, there's an implication that Pokemon suddenly appeared somewhat recently (with hints that they're from space), and that they've become invasive species that have overtaken the natural ecosystem. While everything from Gen 3 onward removed all the real world stuff and made things far more sanitized and utopian as you've mentioned, in the Gen 1-2 world - our world - the concept of war wasn't all that unusual.

Might be true, but still doesn't explain there being no pokemon-powered conflicts between human on a grander scale.

The implication being there's no famine, no drought, no floods, no lack of resources, no border conflicts, no waves of migration.

This is of course absurd at its face, of course men kill each other using pokemon.
Historically they've probably done this at scale, if we ignore early pokemon as being a 1-to-1 copy of earth until recently

There was war in Kanto, there was war in Kalos. There was war in the games and the anime. There was war at the start of the series and its never stopped existing. Pokemon has never denied the existance of war, crime, disaster, and tragedy. The series started with organized crime, a mother being killed protecting their child, and the remnants of war.
