Gen 2 was not made to just be 'the next gen' - it was part 2 to the original story.
Therefore, in order to explain the absence of the Gen 2 Pokemon in the original games, they are made to be extremely rare.
Gen 1 Pokemon are therefore still the 'standard' in Johto, but the new Gen 2 Pokemon are special and made to be well-hidden prizes for those dedicated enough. You know, like what a good video game would do?
The zoomer mindset of only wanting to use the newest Pokemon is cancer enough, but to then expect all the NPCs to ONLY use them as well? Zoomers and BW unironically ruined the series.
