Flexing. The manga adaptation they made for the remake fleshes out the scene a lot and really sells the idea that he was utterly convinced Mewtwo was completely restrained by the armor and wouldn't be able to revolt.

Because Giovanni doesn't screw around and was giving the truth directly for it's own good. Mewtwo can think it's free to choose it's fate, but it's a Pokemon and therefore exists to be enslaved by humans (especially in Mewtwo's case as it's a mon built for battling). Only a matter of time until it gets stuck in a Master Ball and taught that the hard way in which it will realize Giovanni was right all along.
