When a car gets scrapped, they don't send it back to the factory to refit and resell it, they send it to the breaker's yard to get what they can off it then crush the husk. Same theory with prospective designs, when they don't get added to the series and stop being considered as viable for entry into the series with reworking, they get sat on the shelf as a footnote in the series' design history.
There's also the elephant in the room of no-one giving a fuck for raichu, hence little desire to make "even fatter raichu" a prospective creation.
