One thing worth acknowledging is that legendaries are not handed to you; you had to go out of your way to find them. They weren't given much explanation either; they weren't made out as some random gods or guardians of something, which makes their lore more mysterious. Gen 3 afterward not only does the storyline focus intensely on them, but they hand them to you.

In other words, legendaries felt like legendaries.
