>>57202839In Bug type mons' case, probably because they exaggerate the already cool parts of real bugs (their general appearance, their carapaces, any claws, mandibles or stingers, their attack and defense mechanisms) while tossing aside their unpleasant parts (their reproduction, feeding habits, their usually unclean habitats, the status many of them have as disease vectors and pests, any other unseemly behavior like parasitism).
As for Ghost types, all of them have cartoonish elements that balance out their creepy side with some flavor of coolness/cuteness/quirkiness. This stands in sharp contrast to the usual depiction of ghosts, apparitions and other otherwordly entities in media, which is designed to elicit fear in the audience. It's funny because the average Ghost type's Pokedex entry suggests they're just as unsettling as every other folk tale creature meant to scare children out of misbehaving, they just don't look the part.
