Cobalion, Terrakion and Virizion are somewhat late (post 6th gym at the earliest.), there are Mystery Gift mons but those are over now, there is the DNS exploit but that doesn't always work, and seems to give stuff randomly, even repeats (got the same Pikachu three times in a row).
There's also the Dream Radar mons but at the time, that app costed money, was a decently long download, and the game itself took a while before you could unlock the legendaries. Plus you only unlocked them one at a time, first Tornadus, then Thundurus and finally Landorus. There also Dialga, Palkia, Giratina, Ho-Oh and Lugia, but they were locked until you beat the game (after catching Landorus) and it required the Gen 4 DS games.
