In singles it's at the second lowest usage tier and in doubles there is just absolutely no reason to use it ever when its hisuian form and Incineroar exist
3: Besides, there's plenty of non-dragons that get dragon dance anyways, so "it's not a dragon" isn't a meaningful reason
