>>57224125Because ecologically it is shooting yourself in the foot, look at Meowth the only reason he is alive is because he lives directly and indirectly off humans, in natural conditions he would have already been devoured, he sacrificed valuable movements and abilities of his species for bipedal locomotion (which is slower), speaking and writing human language that serves as an interpreter, but causes the rest of his species to marginalize him, to the point of seeing him as a tool, but no longer as a Pokemon, to the point of not being suitable as a reproductive partner.
I don't doubt that there are exceptions like Mewtwo or Slowking that can exploit this extra ability, but for most Pokemon it is more useful to learn physical skills to survive in their ecological niche.
