The latter would likely be immeasurably powerful but I'd imagine the fragment, whilst incredibly powerful, would still be bested due to the lack of a specialized stat without Nature/IV fuckery.
I reckon going off of canon abilities, Mewtwo wouldn't be able to best outright broken shit like timehax/actual space itself being cut or altered but anything else that isn't outright altering matter or space-time continuum alteration/manipulation would be fucked.
U-Necro has a very solid case considering it not only has a body that's surface exceeds the temperature of the surface of the sun but is also incredibly powerful and can absorb light and make it it's power source. I feel like Necro has too many things working in it's favor for the comparatively more grounded Mewtwo.
