One of my friends heard a rumour that he's a part of the mob, but it seems a bit Farfetch'd... I mean... the League would never employ a criminal, right? But still, he gives off a scary and dangerous vibe. His eyes seem cold and empty even on his gym bust, which collects more dust by the day.

I think Wattson's deal is having a ton of energy and a boisterous personality (and dressing style in ORAS), to match his type. Later gym leaders tend to be more on the nose though.

It's never really delved into that much, but Wattson is like, an engineer/inventor kinda guy, yeah? He presumably maintains the gym puzzles himself, he was involved with New Mauville, and in ORAS with making Mauville into the indoors city it is there, as well as Sea Mauville. All these industrial things are usually associated with Electric (sometimes Steel) Pokemon.

I think Ice type users as a whole (E4 included) are pretty removed design-wise from their specialty
The only ones that clearly point to the typing are Grusha and I guess to some extent HGSS Pryce

Fantina represents classy beauty and aestheticism of bygone eras, the kind you'd see in early 19th century films and later period dramas. They made her French to further emphasize the ancien aestheticism, as France has long been considered the societal pinnacle of refinement.

This also allowed them to plausibly utilize a major NPC for the Pokemon Contests, as such participation raises the stakes and heightens the excitement when the player engages with it.

Because she represents an old and fading ideal, this lends itself well to the Ghost typing.

but his dress and presentation was otherwise wholly inappropriate
the alteration of the design with the addition of the scarf and coat remedied this; and of course the opening animation further sells it

it's pretty obvious gamefreak fumbled crasher wake; no Poliwrath at all, until the Type Experts tournament, and even then, it took till that too to even be thematic and give the majority of his team fighting moves

he may indeed be the most incompetently designed sinnoh gym leader; literally almost no soul, thought, or care put into him whatsoever
