Officially only the MCs of XY are western, even in the leaks it is confirmed that the XY's mother is Scottish.

Most of the characters are self-inserts for the Japanese audience, the western names are localizations to improve their sales in the west, this is more noticeable in the Japanese versions.

Dude, Grant, who's a black guy, in japanese has the japanese name "Zakuro", while Valerie, the Johto immigrant, in japanese is named with the french word "Mache". I don't think names really mean anything about the person's origins at this point.
