the Gen3-4 art style is more of a "merch friendly" artstyle that softened the Sugimori artstyle a lot
Chatot has a defined and tridimensional beak, eyelids, irises, the material feel of its beak-head/tail-plumage are all very distinct being Lucid-Rubbery-Hair, and while it doesn't have the most distinct talons those still have a definite shape to them.
The proportions are also nowhere near as exaggerated.
He's just got that Gen4-5 crazed out color palette, but otherwise this is a Gen2-3 design. Wouldn't look out of place next to Hootoot if you took out the green and blue
