Why would you use Dragon Dance and then Dragon Tail? It makes no sense.
Would he have been too difficult if his Haxorus knew Dragon Dance and Dragon Claw?

If I had to guess, since Dragon Tail was introduced in generation 5, then it's probably a case of the developer who coded that move not telling the developers in charge of giving movesets to opposing pokemon

That's one of the 3 dragon type lines in the Unova dex, excluding legendaries
But honestly a dragon gym with Druddigon/Haxorus/Hydreigon could go hard
besides the Dragon type's identity/main selling point is powerful high BST monsters, it's perfectly fitting for the dragon gym to have multiple strong pokemon

Dragon Tail also has -6 priority. Meaning the speed boost Fraxure gets from Dragon Dance is meaningless, the player gets to move twice no matter what. Two Ice Beams and Fraxure is out.

The idea of Dragon Dancing only to rely primarily on Dragon Tail as your hardest hitting move is an absurd concept since one of the main draws of DDance, the speed boost, can't apply due to Dragon Tail's -6 Priority, which basically means it'll ALWAYS go last no matter how fast it is, unless you're using a slower Pokemon using its own "force the enemy to switch out" move.

Exactly, the enemy can't set up anything of their own if they keep getting switched out plus DD enables it to do extra damage.

Dragon Tail is just there to shill the new Gen 5 dragon type move (which Drayden is also giving to you) and to surprise the player when they get switched out after getting hit. DD is just there to boost Haxorus' speed for Slash and Assurance and also increase Dragon Tail's power too. Sure it would make more sense for it to have Dragon Claw but they really wanted to show off that new move and TM ace without having two Dragon STABs on the same mon for "variety".

Because you might get taken out by +1 boosted Slash/Assurance instead (especially anyone who doesn't yet know it has Dragon Tail). So players might try to beef up their speed/defenses to overcome the DD boost but then get Dragon Tailed out.

There's no reason to boost yourself when there's a chance a mon is going to DD to +2 especially when they're already damaged. Plus players are just going to hit the attack button everytime, 10 year old kids aren't competitive players with all these strategies in mind.
