Some pokemon like Pikachu might not ever want to evolve. Aside from babies which they pretty much dropped as an idea each pokemon in a stage can be considered its own species, it isn't that charizard is an "adult" version of charmeleon but an exceptionally powerful one that gained a lot of battle experience and attained a higher more perfect form

Its the Pokemon's choice no? Everstones make it less stressful for the Pokemon who don't want to evolve. You can't force an Everstone on a Pokemon, however evolution was shown to be difficult to stop.

Humans aren't pokémon and while humans can use certain pokémon items (berries mainly but a couple others in a pinch) they don't seem to be able to utilise naturally occurring items that affect pokémon physiology.
