Around gen 4 some idiot at Gamefreak forgot this and they've been spikes ever since. It doesn't even make sense. The black lines on the front of her dress are meant to be ruffles too, not deliberate black lines. Jynx's current design is a mess and Creatures needs to fucking fix it.
