This was gonna be my point as well. He's just a means to an end (the fusion) and there's even two of those so they're not really distinct enough to be particularly notable either.

This should've just been Cosmoems final evolution and he would've been way more memorable.

I wish the base form got a bit more. Its fight with lunala in the pokemon special was really cool. The way it moved around slashing with its gangly arms and how it accelerated itself with the light from the back of its head prism were sick.

Rayquaza was meant to overpower kyogre and groudon, two of the strongest fuck yous in pokemon, from day 1. The mega on top of it was just a bonus.
Necrozma suffers from kyurem syndrome. It was made with an underpowered base form with no real purpose that could later be expanded on.

Yeah but it was said that the Ultra Beasts (which yes does extend to Necrozma since it is an Ultra Beast lorewise) were that they were designed specifically to NOT follow the Pokémon design philosophy. I don't know what the deal with Eternatus is though, you got me there.

Necrozma was never going to be like Rayquaza, be it by lore or gameplay nothing even hinted that Necrozma would be akin to Rayquaza so why would you think it would ever have the same amount of popularity? If anything Kyurem would be a more comparable analogue.
