They're all speculating on it, pumping it, and trying to get their worth out of it. It's an equal problem between scalpers, irresponsible consumers, and the pokemon company itself failing anticipate demand or curb scalping behavior.

But regardless I do agree that far more scalpers/investors have been attracted to the hobby recently. Greninja's price pumping altered the perception of the market and the resulting Surging Sparks frenzy in the middle of buzz over a new eevee set made the hobby appear very lucrative to those fags.
