ttar is only UU because it's a tera metagame and it's one of the very few pokemon that literally cannot reasonably benefit from tera. anything but rock causes it to lose the 50% spdef boost and anything but rock, ground or steel (none of which are remotely good teras for it) causes it to get chipped by its own fucking sand.
it's held back by opportunity cost more than anything else, since every single alternative can carry a game-swinging tera type and it just can't.
