Poliwrath is literally just a water type but strong. If having fists is enough for something to be fighting type, then it moved away in 1996.

Don't see anything wrong here. It is clearly the "Martial" type of the pokemon world. Fighting has a monk, a swordsman, brawlers, and even recently got a spellblade. Just the brute force/physical type. Similar to Psychic being the "Mage" type.
