The only problem Mawile has is that she came too early and was added on the time stats and balancing wasn't as comprehended that it is today, especially with her starting off as a Steel type(All the other Steel types are extremely bulky but the first Girly one has to be fragile that's just plain biasedness) before becoming part Fairy(Didn't even buff her Special Defense, Special Attack, Speed, and HP which are the common traits of Fairy types)..
She's too offense oriented and too slow with no other options while all the other Fairy/Steel mons are just improvements.
