DLC at best is a cool addition to the base game, but the base game will remain saddled with flaws. Third versions both add extra content like DLC and will improve the base game with fixes, extra features, story and gameplay improvements, etc.
Only reason anyone prefers DLC is if you're an impatient retard who buys the games day 1. Before gen 9, I never bought a first version, only the third versions. I bought gen 9 on release because they made the switch to DLC with gen 8.
Ideally they'd do DLC since they're lengthier extra content coupled with more regular free updates addressing issues with the base game like the 3rd versions historically did
