however a rival only having 4 mons after like 6 badges is pretty silly, especially since this is meant to be the "competitive" rival

there's no excuse for having AI bad enough to require this
also the jolteon and absol have moves that they have no reason to use that don't provide any meaningful coverage, so that's probably just a case of GF being inconsistent (wow who could have possibly guessed)
