Pokemon is a series that is first and foremost made for children. Pokemon are meant to be cool magical pets, and as such the intelligence of the majority of pokemon lands on spectrum of dog to human child. What pokemon are meant to be superintelligent falls into a child's idea of superintelligence, meaning they are really good at maths or can recite a lot of facts, not any type of actual practical intellect. The heights of pokemon intelligence we have actually seen is Calyrex or Mewtwo, and even then it is mostly just being able to talk.

No, not all pokemon are hyper-intelligent continent destroying demigods, they are modeled after animals and behave as such. No, the world isn't secretly super dark pokemon is basically to noblebright what 40k is to grimdark. The series was conceived and based off of childhood memories of playing outdoors and bug collecting. Its meant to be about going on a cozy fun adventure with your favorite pet.
