All fire pokemon can learn solar beam, which covers rock, ground, and water, all fire counters. So they're fine, even if solar beam isn't as good as ice beam or blizzard.
Grass should get more ground moves as coverage though. They're thematically connected and ground would cover poison, steel, and fire.

Real talk, why is GF so loose with the distribution of Ice Beam when very few Pokemon can learn Earth Power and even fewer can learn Power Gem despite Ice being just as good if not better as an offensive type than Ground and Rock?
So, so many grass mons over the years have been hampered by the fact that Grass is not a hard type to switch into--I'd even go as far as to say that the only reason we ever even got stuff like Contrary Serperior and Grassy Terrain Rillaboom is because sweeping with a Grass mon is inherently inconsistent thanks to all the types that resist it.
It just feels so strange that all the droves of special Grass mons are lucky to even get something like fuckin' Weather Ball for coverage, meanwhile Water has been top dog for ages because one of the few things that resists Water, that being grass, kneels to Ice Beam. It's just so inconsistent no matter how you look at it.

Theoretically, grass's poor type matchups are supposed to be balanced out by their superior utility moves (giga drain, leech seed, sleep powder, synthesis, aromatherapy, etc). Though I agree the rampant ice coverage makes grass bad defensively, especially since grass is supposed to be the main water counter.
As others have suggested, I think water should get wide access to weaker ice moves like icy wind or aurora beam, I think that would put them on the level of fire and grass

Everything had to learn ice beam in gen 1 because it was an expensive shop item.

Meganium could learn Mud Slap and Earthquake in GSC. One of its best competitive sets used EQ, too. Started out as a solid UU/OU monster and got progressively shittier as time went on.
