The Diamond and Pearl clans are not indigenous to Hisui/Sinnoh, the Celestica peoples are.
The DP clans are made of of people who were ONCE of Celestica descent but immigrated into other settlements at some point in the past, this is where their cultures began to veer away from the initial traditions they had and why they went from revering Arceus to revering Dialga and Palkia respectively. They then immigrated back to Hisui at some point before the Galaxy Squad would chose to settle in the region.
Naturally this would mean that their ethnic diversity would be different compared to how it was in the past, otherwise they would likely have Volo's blonde hair and grey eyes since he's likely the closest living thing to a pure blooded Celestica, Cogita not withstanding of course.
Also sorry to rain on your parade but consisting the mix of people brought on by the Galaxy Squad, its very likely that many people in Sinnoh, regardless of their physical appearance are of mixed heritage to some extent considering there are Alolan, Hoennian, Galarian and Kantonian peoples in Jubilife Village and there would likely have to be more settlers from outside in order for Sinnoh's population to grow into what it became in the modern era.
