If standard Pikachu evolved into a completely different Pokemon (Let's call it Gorochu just for example), then I could call Gorochu a cross-gen evolution.
If an Alolan Pikachu evolved into Gorochu, I could call Gorochu a regional evolution since it would be exclusive to Alolan Pikachu.

Like look at Kleavor and Basculegion. I'm not a fan of labeling those as "regional evolutions" then changing them to "cross-gen evolutions" once they were made available in the SV DLC.
Another example is Meowth, since it has several different forms.
Alolan Meowth and Alolan Persain are regional forms.
Galarian Meowth is a regional form, with Perrserker a regional evolution since it is exclusive to Galarian Meowth.
And if in Gen 10 we get a new evolution to the original Meowth, I would call it a cross-gen evolution. Not a regional evolution, then relabel it once Gen 11 rolls around.
