I think they pander to pretty different tastes. Also Kieran has the advantage that he is basically 3 characters in one, so it's appealing to several audiences at once.

Always been my headcanon that gym leaders know to balance their teams for trainers, post game stuff in Heartgold/Soulsilver or the PMG in Black/White shows they have high level competitive teams to use when they get challenged by champion level trainers
