As it stood, Growlithe wasn't in DP without a dual-slot FireRed and wasn't in BDSP, save for the expanded underground after getting the National Pokédex, so Hisuian Growlithe not being widely pervasive is irrelevant, the species survive, because they're canon pokémon, based off canon pokémon (and for a meta reason, were intended to promote an old, boring design to a new generation of kids, after the last 8 gens slowly started to ignore it more and more when more and more different and exciting-looking things got added). They do curate the games and hold to their own lore and internal guidelines on the universe. And they say they still persist due to enthusiast breeders (or in an area they haven't let us into like the starter preserves) so that means they yet live
