Every game has its flaws. In Gen 4's case specifically, it was the oft poor Pokemon variety and general slowness/delays in gameplay. As for the HM shit, that only started getting phased out in Gen 5, and completely removed in Gen 7.

as of Platinum you have great access even if you don't default to Sinnoh: The Team

Role compression. It's either him or four of your other Pokemon have HM moves. In Gens 1 -3 this was fine, but by Gen 4 there were enough good moves in Pokemon's level up learnsets that spending a slot on an HM came at an actual oportunity cost.
