he's strong enough to not need drought
now a lot of fire mons could use it
also the innate ability system is quite limited and antiquated and unbalanced
pokemons should have multiple innate abilities to chose from like attacks, some romhacks do that

come to think of it yeah some more mons could deserve weather setting abilities
maybe the legendary birds could get a buff by getting weather setting abilities - snow warning for articuno, drizzle for zapdos, and drought for moltres
