They were clearly aware of this fact since they gave Candice a Medicham, Volkner an Octillery, and Flint a Steelix, Drifblim and Lopunny. This gives me the impression that they intentionally made the DP dex garbage so that they could sell more copies of Platinum (maybe because Emerald didn't sell as well as they had hoped?).
They also threw in the legendary birds as roamers in Platinum for no good reason since they were also available in the next games (HGSS).
In GSC, the birds actually felt rare since you needed to trade them over from RGBY, but by the time HGSS rolled around they had been beaten to death.
You could get one pair from FRLG, another pair from XD, another pair from Platinum and a fourth one from HGSS.
