Casting and bizarre direction doomed their attempt at kick-starting a new sub-franchise. The switch also ended up being hugely successful, making its existence redundant. The 2nd game coming out at all was probably just a means to cut losses on what was otherwise a stillborn property.

Normies think of Pikachu, Charizard, the cards and the first anime when they think of Pokemon. Nobody outside of the "gaming community" (I guess) care about the dumb ice cream cone and trashbag mon.

The first game was in dev hell for a long time and released way too late into the 3DS' life for anyone to really care. They really needed to port the first one to the Switch 6 months-a year before the second game released to drum up interested because from what I saw a lot of people didn't know that it had nothing to do with the live action movie.
The movie itself was pretty bored and played too safe once the novelty of live action Pokemon wears off.
