It's a loose interpretation of the Guts ability. That, or Pikachu's electricity works like Ponyta's fire and it only hurts if Pikachu wants it to hurt.

When Ash first caught the bird, Taillow was able to tank numerous Thunderbolts with Pikachu, so I guess it's always simply been an especially tough Taillow. Swellow would naturally be able to tank even more by virtue of being an evolved form.
