1. HMs are back and for each wish you have to add a new or returning HM. You must describe overworld functions for a new HM
2. If you use the same HM as another wisher your wish is negated
3. You cannot use a wish to remove HMs, cap the number of HMs, change/subvert the rules or negate other people's wishes
Wish #1 Full National Dex comes back
