Gen 2 introduced Ho-oh/Lugia, which were good but not far ahead of now severally nerfed Mewtwo
Gen 3 introduced the weather trio, with Groudon and Kyogre being fair bit ahead of Mewtwo, as well as Soul Dew Lati twins
Gen 4 and 5 introduced the creation and tao trios, both of which were still in the same ballpark as Gen 2 legendaries and Mewtwo
Gen 6 introduced Xerneas and Primals, which I don’t have to explain why they were above average legendary back then.
Since then, restricteds have been becoming more and more broken with each passing generation. Mewtwo could reasonably compete with Lugia, Giratina, Zekrom, and those early legendaries, but now it competes with Zacian, Xerneas, Koraidon, Necrozma, and Calyrex. And unless you buff Mewtwo to an extreme degree, no one playing seriously will choose Mewtwo over Calyrex-Shadow
